Digital vs printed passport photo — what your country actually wants (2026)
Country-by-country: which channel does your passport office accept? UK leads digital, Spain still prints-only. Country table + when each wins.
Short answer
It depends on the country, but the safe default in 2026 is: bring a printed photo to your appointment. Digital-upload paths are growing (UK leads, Germany and France are catching up), but most counters in most countries still want a physical print.
Country-by-country
| Country | Accepted channels | Note |
|---|---|---|
| Netherlands | Both — printed at counter, digital for some flows | Most municipalities still accept printed |
| Germany | Both — Bürgeramt accepts QR-digital + printed | Digital saves 5-10 min at appointment |
| United Kingdom | Digital preferred — HMPO online | 30-day age limit applies digitally |
| France | Both — mairie + ANTS portal | Digital optional, printed always works |
| Italy | Printed primary; digital via CIE portal | Carta d'identità: digital OK |
| Spain | Printed only | DNI/passport submitted in person |
| Belgium | Both — gemeentehuis | Some communes accept digital |
| Austria | Both — Bezirksamt | Digital path varies by city |
| Switzerland | Both — cantonal office | |
| United States | Printed for passport; digital for online renewal pilot | DS-160 visas need both |
| Poland | Both — gov.pl + urząd | mObywatel accepts digital |
| Sweden | Printed primary at Polisen | |
| Denmark | Both — Borgerservice | |
| Norway | Both — Politiet | |
| Finland | Printed primary |
The two formats explained
- Printed photo. 35×45 mm (or country spec), glossy 300 gsm photo paper. Handed in at the counter. Accepted everywhere.
- Digital JPEG. Resolution per country (300-600 DPI), uploaded to a government portal or shown via QR-code at the counter. Faster, no print cost, but only some countries accept it as the sole submission.
When digital wins
- UK — gov.uk/apply-renew-passport accepts digital end-to-end. No printed photo needed. Strict 30-day age rule applies.
- US online passport renewal — pilot program, 600×600 px JPEG, no printed photo at the counter.
- Germany Bürgeramt — bring a QR-code on a printed slip; the counter scans it and pulls the digital JPEG. Saves 5-10 min vs. printing the photo.
When printed wins
- Spain, Finland, Sweden — printed only at most counters in 2026.
- Most US passport applications — printed photo, taken at the post office or brought from home.
- All visa applications at consulates — bring printed photos to the consulate appointment.
