Why ICAO bans smiling

Border facial recognition algorithms compute distances between fixed landmarks: eye corners, nose tip, mouth corners, chin tip. A smile changes the mouth- corner positions by several millimetres — enough that an automated gate flags a low match score. Neutral expression keeps those landmarks in their resting positions, so the algorithm matches reliably.

Children and babies

For children under 6 most countries relax the rule: eyes open and looking at the camera is the only strict requirement. A faint natural smile is usually accepted. The Netherlands, UK, and US all explicitly document this exemption.
